We'd like to suggest that the FM app be modified to add progress reporting at the Phase Code level (instead of cost type level) and to then have the reported quantity follow the Phase's Phase Unit Flag and apply against that cost type. If there was more than one cost type designated with a phase flag, the reported quantity should be reported against the Cost Type with the highest dollar amount.
