Contract Items without a Phase Code should be included in PM Revenue Projections.

Currently if you have a contract item without a phase code associated with it, it does not appear in PM Revenue Projections, but seeing as how our fee is the item that is most crucial to project and will NOT have a phase code associated with it and SHOULD not have a phase code associated with it as it does not have any cost, we cannot use PM Revenue to accurate project our revenue.  Just like in JC Revenue Projections, all Contract Items should appear in PM Revenue Projections.

  This was fixed with V6.12.
