To initialize ACA employees the health benefit effective date needs only be older than current year and active but for dependents the effective date must be in the current year. So that means we must change all the dependents health coverage effective date every year. Why can't the two be the same (just be active health coverage and effective date in current year or before)?

It's also an issue when the system uses these effective dates for rates and I have to change my effective date for the reporting. We have open enrollment in May not in Jan so this is an issue for us.
Yes, this is a must, we have many employees that cary over insurance year to year, and having to manually do this, or import, is a problem for us also.
