T&M Billing should have option to bill either upon PO Receipt or Invoice receipt Merged

With the recent change in 6.16.0, the new default is allowing T&M to bill upon PO receipt. Some clients require invoice support for billings of material and subcontract services. The T&M Template design does not allow for an option to only sweep AP transactions. The work effort to mark the PO related entries in Job billing as "non-billable" is material and annoying to the biller
