Update the calc method on the EDL limit so it isn't always Calendar Year

We don't have to pay worker's comp on Nevada employees who exceed 36,000 gross pay in the POLICY year.  The current standard EDL setup assumes our Annual limit is based on the CALENDAR year.  We'd like to set an annual limit based on a 12 month period we define.  For instance, our Nevada worker's comp policy is November through October.  We want to define the Annual limit based on gross payroll received from November through October. 

We have a GC who pays the WC and THEIR policy runs from October through September. We setup a second EDL code for that wc using a policy year that starts on October 1 and ends on September 30.  That's the time frame that should be used to calculate whether an employee has reached the gross payroll limit.

    Many states have different fiscal years and they require employers to report based on those fiscal periods. It would help if there was a custom option to put in the needed fiscal period for a deduction/liability.

    PR Deductions/Liabilities - Limit - Applied - (Here add a "custom" option where user can insert specific dates for a period)

    This would be much easier for your customers than the 2 work-around solutions provided, especially for those contractors who do work in multiple states and pay worker's comp in those states. Vista has put a lot more work on their customers instead of fixing this issue. For states with a different fiscal period or policy period, a contractor/employer may have the need to set up different state or policy insurance codes with different fiscal periods.
