AP: Ability to Add Pre-Tax Handling Fees

We have vendors with non-taxable handling fees. We do not see a way to configure this in Vista. The work-around is cumbersome. It would be great if we could set this up within Vista. If this capability already exists but we just aren't ware of how to configure it, please let us know.

  In AP entry detail, the "Misc Amt" field is a non-taxable field.  We use this field for labor, and non-taxable shipping and handling fees.
