Surcharge is setup as a material. Surcharge code the system requires that the Surcharge material use the same UM which makes it look like the units are doubled up. It takes the basis code and that is what is used when it updates to JC. So no matter on what that basis is units or material total it will updates the basis as the units.
There does not seem to be away around this.
