We typically use the True Earnings calculation, which shows in many reports and other areas, to identify Gross Taxable wages without having to create a separate formula for this. In order to use the Automatic Earnings for a non taxable per diem or other pay, the earn code needs to be marked as True Earnings, otherwise there are times when you can't create timecards using Post Automatic earnings for these non taxable earn codes.

I found the validation section for the flat amount non-true auto-earnings and it is checking if there is any other amount already posted within the pay period (PRTH, PRTB, and PRTA). What this validation has to do with a non-true earning is beyond me. If you comment out the check of @totamt <> 0 under @method='A' it works, but at this point, without knowing the developer's logic, I can't say what the unintended effects of this might be. Modify at your own risk.
