The effective date for a salary change should activate upon that specific date not by the date of you run the "update salary to PR" process.

By having the system use the actual effective date of a salary change it saves on potential errors of that salary being in place prior to the actual effective.  I ran a "update salary to PR" process using an end of month date in error and it captured salary updates that should not have been in effective.
