Even if the built in viewer can not open a specific file type (SVG for example), why are we denied the ability to attach it?
I understand the hesitation to write and maintain a viewer for every possible current and future filetype as part of Vista, so I suggest the following workflows:
When attaching a filetype unknown to Vista, let it attach even if it is unviewable.
When double clicking an attachment in Vista to Edit/View it, if the file type is not understood by Vista then display a warning like "Filetype not editable by Vista and will be opened by your default viewer. Please save-as and re-attach to save any modifications".
Now that I think about it, it might be smarter in the LONG RUN to present an option to open EVERY file in it's default viewer in Windows:
Copy attached file to a temp windows folder.
OPEN file with default windows viewer.
Watch file for modifications: when changed, save back into Vista.
Watch file for "no more handles" referencing it. When no more handles are pointing to it, remove the temp file (or wipe out all Vista temp files when Vista is opened or closed)
I honestly can't think of anyone who would be offended or hurt by the above changes, and it seems like it'd help a LOT of people! (and lower your overhead of having to maintain a viewer for files)

@curtis samuels: I didn't know the form existed! Thanks for the heads up! We've also switched our company to use the default windows viewer for attachments instead of the awkward viewer that comes built-in.
