Each annual Open Enrollment the Effective Date gets overridden for the current Rate changes. There is no placeholder for the Original Benefit Effective Date. An employee could have had a Benefit for the past 5 years but the current Effective Date relates to the last Open Enrollment (especially if you use the portal to push benefits over). Internal users and external insurance feeds need to know when an employee first elected a Benefit.
