There should be a PM Project Code setting that allows the user to default projection codes units flag to the phase unit flag associated with the phase code. Currently the project code units defaults to the unit of measure causing all the cost types with the same unit of measure of the phase to be check (in many cases multiplying the units by the numbers of cost types), however if the default was based on the phase unit flag (as a setting that can be toggled on and off) the project code units flag would align with the phase flag and your projection units would be modeled the same way as your cost reporting.
